Dengan kata lain, SNIP (yang ditandai dengan kontrak kerja) tak harus dilestarikan, tapi lembaga mitra yang tetap ada dengan kerja peningkatan mutu pendidikan madrasah. Ada atau tidak ada kontrak kerja SNIP, lembaga mitra tetap bekerja untuk madrasah.
Kedua, pengelolaan pelestarian adalah sebuah proses yang terus berlangsung sejak dalam proses perencanaan dan implementasi program/proyek. Oleh karenanya, mereview dan memutakhirkan kerja-kerja pelestarian manfaat dari program itu terus dilaksanakan, dan disesuaikan dengan kondisi dan best practices yang telah terjadi. Sehingga, ketiga, pelestarian atau sustainability ini juga harus masuk dalam perencanaan kerja. Tentu saja, ada bantuan donor yang tak perlu memikir pelestarian manfaat program, seperti bantuan penanganan bencana. Dalam konteks kerja Kemitraan Pendidikan, C3 dan SNIP (apalagi Tahap 1) terus menyuarakan desain, strategi dan program kerja yang terkait pelestarian manfaat Kemitraan ini. Dengan demikian, strategi pelestarian manfaat Kemitraan Pendidikan Komponen 3 tersebut akan berbeda dengan program/proyek lain, bahkan dengan komponen lain dalam Kemitraan ini.
Keempat, yang perlu dipikirkan adalah bagaimana caranya stakeholder program akan menyediakan berbagai sumber daya manajerial,teknis dan finansial sehingga berbagai kegiatan dalam mencapai manfaat yang setara atau bahkan melebihin pencapaian saat program dikelola oleh donor. Dalam konteks Kemitraan ini, penting bagi kita untuk menjawab sebuah pertanyaan tentang bagaimana Kementerian, Pemda, lembaga mitra hingga madrasah sasaran sendiri mampu menjalankan berbagai kegiatan yang memberikan manfaat peningkatan mutu pendidikan madrasah.
Dalam program Kemitraan Pendidikan ini, pertanyaan yang sampai saat ini belum tuntas adalah apa yang perlu dan harus dilestarikan? Manfaat apa yang akan kita lestarikan? Berbagai workshop telah kita laksanakan, apa jawabannya? Banyak. Yang dilakukan oleh kawan-kawan SNIP Tahap 1 dengan program di semester terakhirnya adalah sebuah ijtihad, sebuah usaha, untuk mengkonkritkan/memberikan wujud tentang “apa” yang ideal kita lestarikan.
Baiklah, saya tidak akan banyak berbicara tentang apa arti ‘manfaat’ itu sendiri? apakah manfaat berupa dokumen kebijakan, sistem dan prosedur, kecakapan dan kompetensi para stakeholder, ataukah prestasi anak-anak didik di madrasah sasaran kita? Arah tulisan saya ini bukan ke sana, tapi lebih konkrit. Mari kita mulai dari para stakeholder kita yang kita yakini menerima banyak manfaat dari program ini. Stakeholder utama kita adalah Kementeria Agama, SNIP, Madrasah, pemerintah daerah dan tim C3 sendiri. Tentunya, dalam setiap stakeholder menerima manfaat yang berbeda-beda. Kita ambil sebagai contoh adalah stakeholder madrasah. Di level madrasah ini banyak sekali elemen-elemennya; pengurus yayasan, kamad dan tenaga non-tendik, guru hingga anak-anak didik. Apa manfaat-manfaat yang mereka rasakan?
Saya hanya menceritakan pengalaman dengan program sejenis Kemitraan Pendidikan beberapa tahun yang lalu. Program itu bernama IAPBE yang didanai AusAID(2004-2007), program ini ada kesamaan di beberapa bidang kerja dengan program CLCC (Unicef), Managing Basic Education-MBE (USAID). Dengan konteks pendidikan nasional yang masih menerapkan Kurikulum KBK dan tahap awal implementasi UU Sisdiknas 2003. Belum ada Peraturan Pemerintah yang mengatur tentang penjaminan mutu pendidikan melalui Akreditasi dan Sertifikasi. Nah, di program IAPBE tersebut manfaat-manfaat yang diusahakan untuk dilestarikan di level sekolah/madrasah sasaran adalah Pembelajaran aktif (PAKEM), manajemen berbasis sekolah (MBS) dan peran serta masyarakat (PSM) dalam meningkatn mutu layanan pendidikan dasar di sekolah dan madrasah sasaran.
